Absolutely. I think that owners should be fined if they take their dogs out without a poop scoop or other implement.

If caught letting your dog foul you already do get fined, but how the heck do you catch the offenders??
Im a dog owner but always clear up my dogs mess as I hate to see it in the streets etc.. What I do find even worse is when I sometimes walk down the snickets you see poop bags or nappy sacks full of doggy do just thrown in the corners or into the bushes!! If you have taken the time and trouble to pick up the dogs mess why just throw it into a bush in the snicket?? Its not exactly too heavy to carry home and dispose of there..
Heck on these colder days/nights it could even help keep your hands warm

I seem to remember making a suggestion before that would eliminate the problem ....

We have had this topic many times before - nothing seems to stop the selfish minority (one of which has left a massive bag of dog muck on Langford Lane near the driveway to the houses on Landford Ride - can you believe that - and it has now been there for several weeks)Shameful

Its bang out of order. I dont personally like dogs (i have a neighbour that has got a completely untrained dog). What do you do if the owner bags it then acually leaves the bag. Shameless

What is needed are some photos/videos of people leaving bags of mess behind or allowing their dogs to foul and not clearing it up. If these were published on line and/or passed to the authorities, that might have an effect! They can't always do it by dead of night, surely someone sees them.

I am sure we would be breaking human rights law by photographing them without consent. I still say ban them. In reality, the PCSO's (aka invisible policemen) should challenge owners walking a dog - if they have no means to scoop it up, then what do they intend to do if the mutt poops

My better half reports that this morning she saw two PCSO's in the Manse Road area at about 7.45am apprehend one dog walker & make him put his dog on a lead then race of to another dog walker to have a few words, so it just goes to show that they are sometimes on the ball.

I stand corrected. Glad they are doing something.
